Layering is when you cut your hair into different length and it is usually winds up looking really good. Thinning is what they do after layering. Usually after you get your hair cut they will ask you if you would like anything else or maybe they will ask you once they are done with the cut and you'd say you want it thinned out. If you have thick hair I would suggest getting it thinned out alot but if not then just thin it out a little bit.
Oh thin out means that they take some scissors and they chop off your hair in sections and take a comb and some of the hair comes out. It makes your hair lighter and easier to manage.
